Why does the pavement look wet on a hot day?

I do not understand the science behind pavement looking wet when it is not.

Hot pavement heats the air near it. Since the index of refraction of air is temperature defendant, you get a wavering effect as light passed through regions of different temperature.

Light travels through hot air faster than cold. On a hot day, the air over pavement is hot. Light bends and you see the sky but it looks wet.
