I thought they stopped issuing ICC numbers and now call it the MC number! I would recommend OOIDA for all your permit needs - they are pretty efficient. Could save you a lot of trouble and work.

The DOT site has all the info and forms that you need to get the ICC number for. However this will involve a lot of reading and take some work. If you wanna do it yourself this is the best way.

You have to register to become a member of the international code council. The fee is $75 if you already have icc certification. You can contact them through their website.
