The ICC number is used to help prevent fraud when purchasing something online or in absentia of a signature. A person can get credit card numbers, but if they don't have the ICC number they oftentimes cannot use the card for purchases as they don't have it in possession.

The purpose of an ICC number is to set rates for carriers that transport goods. An example of a profession that would make use of an ICC number would be someone who works in the trucking and transportation industry, or someone would works in the field of importing and exporting.

The "ICC" number was to provide for the regulation of interstate commercial transportation authority. The ICC number is actually called an "ICC MC" number, and has been defunct since 1995 when the US DOT took over those responsibilities from the ICC. Today trucks must have a US DOT number in order to operate commercially.
