How does the ICC termination act effect the trucking industry?

I am trying to understand the changes that occurred in the trucking industry as a result of the 1995 ICC termination act.

The ICC since 1935 regulated drivers and carriers,controlled operator permits, approved routes and set up a system of tariffs. The termination of the ICC in 1995 did away with all that, deregulated the industry and transfered responsibility for to the DOT.

The ICC termination eliminated all financial and law making control that the ICC had over the trucking industry. This act of termination also abolished the ICC. Since this termination a motor carrier only has to register with the Department of Transportation and meet the requirements set by their State for insurance and other issues.
