The Hula Bowl All-Star Football Classic began January 5, 1947 with teams made up of mainland college football players playing against locals. The rules for the Hula Bowl changed in the 1960s when they limited play to only collegiate athletes.

There were rules that are added in order when it comes to safety and they mentioned about the reduced of blocking and force hitting which would reduce injuries from other football players.
