There are a few ship in which you can work as a civilian. Some could be hired as teacher as well as Naval Investigators

Civilian jobs on board Navy ships are almost always procurred through military contractors. These jobs are mostly in the Ship Yards, on Oilers, or Suppy ships. Sometimes civilian companies are contracted to repair or train sailors on specific machinery.

Yes, quite a few. For instance, many ocean mapping ships are Navy run, but crewed with civilians. There are often civilian intel analysts on ship.
