It is possible that a dog will expose himself after being neutered, however the occurrences will be much less frequent than before he was altered.

The dog's tendency to expose himself should decrease. The neutering process should significantly reduce the expression of testosterone-related behaviors such as this because testicular activity has been inhibited.

Yes, a dog has the potential to expose himself after being neutered. The neutering process doesn't remove the pink part that comes out. When a dog is neutered a veterinarian cuts and burns closed the tube(s) that carry sperm from the testicles up the shaft of the penis and out.
