In order to answer that question, you would need to know how the neutering procedure works. When a dog or a cat is neutered the vet removes their testicles, therefore, it would be impossible to have a neutered dog or cat that previously had been neutered, unneutered. You can not replace their testicles once they have been removed.

No. When you take your dog to be neutered, you are paying for the vet to completely remove the dogs testicles so he won't create sperm.

Once a dog gets neutered, either the testicles are removed or a complete hysterectomy is done. Its not like a human version of tube tying or vasectomy. As much as you might love your dog and want to reproduce offspring, these procedures can not be undone. Your dog is healthier for it.

No, neutering is a permanent and irreversible process. When a dog is neutered, depending on the gender of the dog, either the testes or the ovaries are removed and discarded. In addition to being the responsible thing to do to prevent puppies, neutering also keeps dogs healthier and makes them live longer.
