Why won't the car door open from the outside?

The outer door handle has become disconnected from the latch. Open the door from the inside. Remove the door panel. Reattach the rod that is disconnected.

The car door actually does open from the outside as well as the inside. The only way that the door does not open from the outside is when the door is locked. In that case, you are still able to open the door from the inside but not from the outside.
