Why do women grow chin hairs?

It is actually quite common for a woman to have a chin hair every now and then. However if there is overgrowth, you may have hormone imbalance.

Women have visible chin hairs because of hormone changes, they always had those hairs but they grew darker and longer. The same hormones that make men get chin hairs that are darker and longer cause women to do the same.
