If a person is constantly abusing you, go and see a solicitor and have a letter sent to the abuser. They will be warned that you can be charged for unsociable behaviour. The abuser must stay away from you or they will be fined.

It depends on the nature of the abuse. In most US states, if the verbal abuse is in the form of a threat (ie someone threatens to harm you) then that would be assault. If you feel harrassed, you could try getting a restraining order against the person.

Generally speaking, you're not. If someone on the street decides that they don't like how you look, they can call you ugly all they like - the 1st Amendment exists, after all. Lines get crossed when it's part of a domestic/child abuse case, or it's habitual.

Verbal abuse constitutes harassment if you longer associate with the individual who is verbally abusive. If by a bill collector, it can be considered a violation of the Fair Debt Collection act. If done within a relationship, there is no legal protection until you break up.
