I would take it the your vet to get the wound cleaned out and to check for infection. If you can't afford that then clean it gently yourself and watch for any redness which means infection. Put triple antibiotic anointment on it several times a day.

Contact the police and explain the situation. If the police deem the neighbor's dog dangerous, they are in for a world of hurt. Dangerous dog hearings are happening more often in many towns. The owner might have to build a special enclosure for the dog, and might not be allowed to even sell the dog. Good luck.

Recommend you document everything that has happened, take pictures of your dogs injury, and get an itemized bill from the vet. If it is your neighbors dogs fault sue him.

Have a veterinarian's bill for the injuries along with any pharmacy bills. Give a written letter along with copies of the bills that she owes this or you will sue.
