Focus your attention on the of the state of your dog. Make sure that if it was bitten the wounds aren't puncture like otherwise it can result in a serious infection if not properly cared for. First aid care should be provided to you dog-proper cleaning, wrapping and follow up in recovery. File a complaint against the owner of the other.

If your dog had Vet bills regarding this incident you can sue the dog's owner for the cost of those bills. If your city has a leash law then your neighbor could be in huge trouble and there will be NO WAY out of paying those bills. If you know there is a dog on the loose keep yours inside.

If you are able to safely get your dog out of harms way, immediately take your dog to the vet. Get all contact information you can from the dog's owner.

Check the seriousness of the wound, attempt to stop any bleeding by applying pressure with your hand or sterile material that will not stick to the wound. If your dog has been bitten on the head or neck, immediately hold pressure on the wound, and take to an animal emergency faciity.
