The proper way to address a retired military person would be by the rank that they were holding when they left the military. They earned the title, and they hold it until death.

What is appropriate for formal correspondence, Brandon, is not someone 'clinging to their formal rank'. It's a professional title, that is retained for life, based on the achievement and commitment they made for their country. There's no need to insinuate it's wrong to recognize that. Jealous much?

The proper way to address a retired military person is just like you would address anyone else. However, some retired military people like to cling to their former ranks and will demand that you call them by that rank. You can address them that way by putting the word retired in front or behind their rank.
