If you love him back, you should simply tell him so. If you do not, then it depends upon if you think that you might. If not, then you should be honest and tell him that. If so, then just hedge--say that you "have feelings" for him, for example.

Depending on your feelings you could reposond back with an "I love you" too. Do not feel rushed into saying it if you don't. Good luck!
