If someone says they love you they are speaking from the heart and you should always be gentle with someone's heart. If there is an I love you but not in love with you I would say that means they love you like a family member or a close friend.

There is nothing you can do to make somebody fall in love with you. I would just be yourself, and be happy that he loves you as a friend. Counts for something.

Just say you don't want to rush things and know you've said I love you in the past to people but you care for him so much more than those people and you want to mean it with every last once of your being when you say it.

Just say that you understand and that you don't want to rush into anything. A guy hates to be pressured into thinking that he has to say something in order to make you feel a certain way. You should be happy that he does not lie to you and instead tells you how he really feels.

The best steps you could take in that situation are toward the door. Unless you're OK with being second place in his life, it's time to move on. Now, I'm assuming you've actually been together for a while - if you've only been dating a couple of weeks then you're both nuts to discuss this.
