Ignore this behaviour, and whatever you do, don't give in to their wishes and demands, as this will just encourage this behaviour.

Time outs are the best approach. This is something that he can understand. Make sure the time out is in the same place all the time. Be consistent.

It could be that he wants attention so ignore tantrums sometimes. When in public it's okay to bribe him to be good occasionally. Try a time out chair too.

First, make sure they can't injure themselves or others. Then ignore the behavior as much as possible. If they don't get attention for having a tantrum, eventually they will understand that it doesn't get them the results they want. Don't try to reason with them until they are calm.

If toddler has tantrums, they must be working. S/he has trained you to respond & give into them. You must start spending positive time with toddler at neutral times and use encouragement.
