You may have developed an abscess at the injection site. This will feel like a burning. It also may be that the shot was in a tendon, which may also cause pain. You will want to talk to your doctor as soon as possible to have the appropriate test ran.

It really depends. Some people are more sensitive to the shot, so it helps them more than others. If you've had the shot many times it could be your body becoming sort of immune to the dosage they are using. You should talk to your doctor and see if they can up the dosage a little to accomodate the pain.

Cortisone is used to combat inflammation and/or swelling and may or may not relieve pain. If the pain in your leg is not caused by some type of inflammation, you can very well still have the pain.
