No that is not really necessary. You can do everything yourself. Look online or in magazines for ideas and then recreate them in your home.

If you are planning a big party, or definitely like to get into the spirit, than sure. However, there are a number of websites which could also help you and save you money by not hiring one.

No, Christmas is all about the spirit - not how well you can make your home look. If you cannot put lights up, then don't worry about it. My dad is completely lazy and we put up is a christmas tree and a wreath on the door. Don't waste your money.
