How should I go about potty training a Bishon Frise?

The easiest way is to crate train. Keep the pup in the crate until you are ready to take it outside. If you notice him sniffing around immediatley take him outside in the grass and encourage him to go potty and when he or she does, speak in a high pitched happy voice praising the pup for a job well done!

First thing in the morning, you need to take the dog out to the spot where you want it to use the bathroom; praise your dog when it uses the restroom. Give your dog a "cut off" time for water. Giving your dog a scheduled feeding time makes it easier for you to predict when it's time to go out.
