Make cornices by cutting three pieces of wood to the desired size of the cornice. Cover this with batting by stapling the the back. Then cover with desired fabric.

You make the cornice and put together. Get thick batting and cut it the size of the cornice. I would glue it down in places. Then get material cut bigger then the cornice. Wrap around cornice and staple gun in the back until you are done.

Get pine cut to size: width according to taste; depth must account for curtain hardware; length as tight to window molding as you prefer. Top may be open or closed with another board. Use screw gun to assemble. Use staple gun to attach batting; repeat with fabric of your choice.
