The best place to go is to the police department and just ask. I know in most places it is unlawful to have a red or blue under lights because they are the police lights colors.

Where the best place to check if a modification is to contact you DMV. They should be able provide you with of regulations stating what is required on a vehicle in your area. You should also check with the Department of Transportation. The may have special rules not in the local regulations.
