Yeah it is legal but it depends if it's a private property or not. If you put it in a private parking then you may be fined.

Laws pertaining to these types of ordanances are typically set by the local government. With that being said you would have to check with local government to find out.

It is certainly littering to place flyers on parked cars. Cars are private property themselves, whether or not they are on public property. I think it is highly annoying as well.
