Cat urine is almost impossible to remove. I have found that a paste of baking soda and peroxide is very effective.

Pure Ayre. You can find it at Petco or online. Works on everything, even the animal. It's safe for animals and safe to use around food, etc. It has a pleasant smell, too. Just spray area and scrub if necessary, then let dry. Finally, vacuum.

Scrub your suitcase with vinegar and water then rinse, after which use hydrogen peroxide and cornstarch and scrub, repeat it until the smell is gone.
