Well, you may use many expensive products but the most useful one is mixing white vinegar and water. it should be a 50/50 solution and spray that all over your house. You will get bad smell for that time, but you surely will get rid of the odor after some time.

I would call a specialist that actually has the tools to clean out all of your vents. You may also want to use a fabreeze furnace filter. Also, get rid of the cat.

Find the source. The urine is probably not in the vents but it is some place from which the vents draw air. Use a product that breaks down urine (you can find this at a pet store). Soak the area with that product.
