Assuming you do not want to hurt the cats, the best way to chase them off, a dog. Do not feed them or they will return repeatedly.

Cats tend to be territorial and may have 'marked' your house as their territory. You may be able to keep them away with a dog or your own cat- something else to take their territory. Otherwise you have to call the pound.

If they are friendly, the easiest way is to catch them and take them to a shelter. If not, you can release them miles away from your property. Aside from that, repeatedly applying pepper spray to places they frequent often can deter them.
