You can simply use two 2 liter bottles. First fill up one of the bottles about 2/3 full. You then tape the empty two liter bottle to the top of it, nozzle to nozzle. Tape it really well so that it will not leak. Flip the contraption over and swirl in a circle. Sit it down and watch the tornado.

There's actually a very easy way to do this that works out great. Take two two liter soda bottles, empty them out, fill one with a liquid (preferably dyed), then turn the other upside down and connect them at the mouths, such as with caulking. Turn upside down and make a stirring motion to create a tornado inside the bottles.

One of the most common ways to do this is to get two 2 liter bottles, fill one with water and tape them together at the mouths.
