Toning is a result of low body fat. So, you would need to have a strict diet combined with cardio exercise. If you are looking for a good inner thing exercise, nothing beats the free weight squat and deadlifts. Weighted walking lunges are also very good.

The best way to tone and shape and part of the leg (and most every part of the body) is to run/jog. Or ride a bicycle. There are also many great yoga stances and poses that give the legs a wonderful work out. Check out some pilates.

Using an exercise ball when strength training is a great way to add a little bit more challenge to basic exercises.
