If the deck is small you can use a palm or belt sander following along board with the grain. If you have a large deck see about renting a floor sander from a home center or hardware store. Once again sand with the grain. You will need a hand held sander for edges and tight areas.

Use a commercial floor sander similar to the ones used for hardwood floors. The real issue will be to retreat the wood after sanding to prevent water damage - use a good sealant/barrier and be generous during application.

The best way is to purchase a commercial sander and some medium grit sand paper. Use the sander on all exposed surfaces across the deck. Make sure that all wood is free of paint, splinters, and rough edges when you are finished sanding. When the whole deck is done it will need to be either painted or treated.

A commercial sander is best. This can be rented fairly cheaply and are quite simple to use, even for a beginner. These do a wonderful job very quickly with little effort.

You can use a small hand held sander. That should do the trick. Or go to the store and ask what would be the best way to sand your deck.
