If you have an interest in mug shots it's relatively easy in finding them on the internet. Just look up your local county jail. They usually keep the pictures for quite a while and this a good way to investigate people you are unsure of at a relatively low cost. You will learn more than you really wanted to know.

Photographs are taken of persons who are arrested. Law enforcement often accesses these photo files when searching for suspects in other crimes. Victims and witnesses often review these "mugshots." The photos are not intended for the entertainment of the public and are called into play only when law enforcement deems it useful or helpful.

This depends on the jail or prison. Some allow free access to mugshot records, some list names and offenses. Others do not provide any access.
