Probably NOT,
Stivectin (about $100 to $150 per 0.9 oz bottle) was one of several "over-the-counter" topical creams studied & compared with "botulinum toxin type A". 3 out of 3 Strivectin test subjects experienced "adverse events" i.e. serious side effects. (published in Dermatol. Surg./NIH PubMed)
Strivectin is subject of U.S. FDA warning letter, U.S. FTC investigation(s), & class-action lawsuit(s).
