It could, but a cat scooting could also indicate many other things as well. It could be constipated and feels like it should scoot in order to help relieve itself. It could also simply have a bit of stool stuck on its bum and it's trying to clean itself by scooting.

If your Cat has a UTI he will be urinating blood, frequently urinating or will look like he pees a lot but he can't actually go.
