Yes if your ankle is always getting swollen then it may cause you to not be able to run again.

It shouldn't, unless it is something serious. You could ice it to reduce the swelling. Try taking ibuprofen or other drugs to reduce inflammation. These will limit the pain and also the swelling.

if the inflammation is quiet severe, it can cause restriction in the level of movement in the ankle and cause you to be unable to run

It won't cause you to never run again, but will put you on the sidelines due to pain for a little bit of time.
