Yes, anyone can order a criminal record online. In addition, many states now offer arrest records and prison inmate records free online as a service to the public.

The internet is a wonderful place in this time and age. There a quite a few sites that allow you to look up a persons arrest record. I would also think that a person's criminal record would be public because it may have an affect on a person living arrangements and work history.

Criminal records for adults are part of the public record and are accessible to anyone requesting it, typically via the internet. The records of juveniles are not accessible to the general public. Records that have been sealed via the record sealing process are also ineligible for general access, and records that have been expunged are simply removed.

They can if they have permission from the person, like if you were to apply for a job. However, any person can get court records of convictions if not sealed.
