A blood blister is just an abrasion of the dermal layer of the skin that is trapped below the epidermis. Specifically a blood blister has blood and lymphatic fluid, unlike a regular blister. Blisters cannot cause rashes. A rash is a dermatitis or inflammation of the skin. The two are unrealated.

Generally speaking, no, since a rash is caused by an allergy- however it's possible for the allergy the dog came into contact also came into contact with the blood blister.

Yes if a secondary infection has set in from the wound not healing properly. Or the primary cause for the blister to start hasn't been removed. Aside from friction, blisters can be caused by allergic reactions on the skin. It's more likely to happen when a great deal of the substance is put in direct contact with the skin.

I am not aware that a blood blister can cause a rash. If your dog has a rash on it's tail it could be caused by a few different things. My guess if there is a blood blister present the tail is being rubbed on something which has caused the blister. The area around the blister will be irritated.

This is known as a heat spot. Which is a blister which needs to be treated and the dog needs to stop licking and chewing at the area.

If the blood blister is popped it can cause a rash and it takes longer to heal. You should cover the blood blister with a bandage to speed the healing.
