What kind of issues? Is it bent or kinked? If it is it could be broken or have the congenital defect of a kinked tail. Does the skin look dead on the end? Then it could be mites.

The most common issue there is with dogs with tail problems is FLEAS. It is also possible that your dog may have a food allergy.

What sort of issues? Is he trying to remove it altogether, or does he just chase it? Is your dog of a breed that usually is tailless, but his/hers wasn't removed when a puppy? If a dog isn't like his peers, this may cause canine self-esteem problems. Consult a specialist.
