Not explicitly. An electrical schematic only hows you the basic layout of the electrical system. If you know how to read one and know some basic electronics, a schematic is very helpful in testing circuits.

The relay box will not show you how to check power but if you have a test light you can find a ground and touch the relays for the light.
It will show you where the power source goes and what it is charging. If you need to check for power, you could use a test light.

No it will show you were the power is transfered. To learn how to check if it is getting power you can visit the internet or any auto parts store.
