Yes, she was born Myra Belle Shirley in 1848,and was known for her wild ways and robbery, however, she never did kill anyone.

Belle Starr had notorious background from birth. Her mother was a Hatfield (Hatfield and McCoy clan wars), and her family had close connections with the outlaws Jesse James and the Younger brothers. Along with her husband, Sam Star, she was a horse thief, not a murderer.
