The internet explorer doesn't blocks explicitly the download of mozilla. If you download the executable you get the message you always get. You have to click on the yellow bar.

The Internet explorer is the product of Microsoft company. And it is the older software from the Microsoft. The Mozilla introduce the new explorer is advanced one and also easy to use compare to internet explorer. It is not a Microsoft company so internet explorer blocking the download of Mozilla.
