The 'funny hats' Shriners wear are actually called 'fezzes' (or fez for singular). The Shriners are a philanthropic fraternity and actually appreciate the notoriety the fez brings to them. The fez actually makes sense when you realize that the actual group name is 'Ancient Arabic Order of the Nobles of the Mystic Shrine'.

The name of those hats is a "fez". They actually wear these hats in order to bring attention to themselves and their cause. When one sees them on the street, they notice them, and take note of them. Even if the hats are "funny" per say, they do bring public awareness to their cause.
