Why do some dogs lick only their forearms?

I think you mean why do they lick their forelegs... dogs don't have arms. A dogs forelegs are the first body part into action. It touches wet grass, dirt, other dogs, everything first and they can get quite dirty. Dogs are licking their forelegs for the same reason you wash your hands... to be clean.

They might have an itch on that area and are licking it to soothe it. Other dogs do it to groom that area more than others since they can reach it with their tongues. Another possible reason is that there is something causing an itch there and you should make sure the skin is healthy.

This is not a problem with your dog unless it becomes a compulsive behavior and he stops eating or licks himself raw.

Some dogs may have allergic reactions, which cause dry skin on their forearms. Licking it may be soothing to the dog.
