The 12 federal reserve banks are owned by private big banks. These banks are the banks that are under the federal reserve system. In all about 38 percent of all US banks are stockholders in the 12 Federal Reserve banks.

The twelve district Federal Reserve banks are all privately owned however, they do not operate on a for-profit basis. The Federal Reserve itself has both private and public aspects.
