The Fuel Pump Relay is under the hood. inside of the fuse box. You have to open the hodo of the van to get to the box first. Once inside the fuse box, lift the cover off. You should be able to see a list of all your fuses.

Location may vary due to make and model. There should be a label on top of the cover of the pump distribution box.

Depending on the year, make and model it will be under the hood in a junction block or on a bracket - usually grouped with several other relays. The junction block should have a "map" of the relays but, if not, have a friend cycle the key on/off every 3 seconds and feel each relay for a click.

The pump relay is going to be located in the engine's fuse box. If it is not in the engine fuse box it could be inside under the dash.
