Where can you drive a scooter that you can't drive a car?

You can drive a scooter on a side walk. I assume the 2 wheel one kids ride standing up. There is some places. A big park. Any place without roads would be the best answer. You can drive a car on the other hand on a high speed freeway 55 mph speed limit. But can't drive a scooter on one.
