There will be punishment, depending on damages and related matters. He likely will have his driving privileges postponed until age 21 IF he behaves until then.

Usually you are charged with operating a vehicle without a license and possibly reckless endangerment. Both are misdemeanors and usually are punished with a small fine, under $500 and/or Six months in jail. Usually jail is not used.
