Be qualified as a lawyer in the jurisdiction you wish to practice, then study the relevant National immigration laws and regulations, remember not all the laws are at the National level so you need to study local regulations regarding forms and timelines for visas etc.

I would say go to law school while interning at an immigrations-intensive government or non-profit or non-governmental agency or organization. An undergraduate degree in English, foreign languages, international studies or political science or history first helps. It might help to be in places where immigration is more active,or other large metropolitan area with lively immigration.

First, you need to become a lawyer by completing college and law school and passing the bar examination in the state where you want to practice. Beyond that, the biggest thing is to try to get some sort of related experience. The best way to do this is to clerk with an immigration attorney or INS while in law school.
