Maggots are certainly not normally found on dogs. You should visit your vet as soon as possible and discover what exactly is the problem, it can be something really serious. If the maggots are found around dog's behind, then they are internal parasites and are easily treated, but nevertheless should be taken care of immediately.

No, a maggot infection is a serious problem on a dog. You need to physically remove the maggots. Do not attempt an insecticide, it may poison the dog.
