I would simply explain to him you are not interested in being involved with someone who has already made a commitment to someone else. Although if it is just flirting and you feel sure it will not go any further then I personally do not see anything wrong with it.

Well, it depends on how flirtatious he is being. There is always the possibility that you are misconstruing charm for flirtation. Then on the opposite end of the spectrum is sexual harassment. Myself, I would ask him how his wife would feel about his actions. Then depending on his answer I might tell him to f off or something.

If it were me, I would very politely tell him to go home to his wife. If he isn't happy, he should get a divorce before pursuing other women.
