As long as there are no problems such as major cracking or deterioration, you should simply have the stucco painted every 6-10 years to help protect the surface.

If there is no damage, you can whitewash the stucco and coat with paraffin. This helps fill hairline cracks before they can develop into larger cracks and improve water repellency.

First repair any structural issue to the building prior to stucco mainteenance. Once building issues are taken care of whitewash the stucco depending on the type of stucco used to prevent moisture.

I would prime it first with primer that's the same as the exterior paint you choose to use. Paints that have a blend of urethane and acrylic resins are the best as these really stick to the stucco and give good protection etc..
