If the felt is exposed because it is excess or overhang, it may not be a problem. Otherwise, it may be exposed because of missing overlay and should be covered.

Exposed felt isn't a problem if it is only for a few days. It is not as durable and is really just an adjunct to additional roofing.

This is obviously a problem. If you have roof felt exposed then you are missing shingles. Those shingles need to be replaced or you will likely develop a leak in the short term. Roofing felt is not meant to be directly exposed to the elements. If you have the know how, laying shingles isn't very hard. Otherwise, call a professional.

Roofing felt is very durable, it normally does not require replacement for the duration of the mortgage. Cover the exposed area with a new shingle

You will have to cover with shingles or other appropriate roofing. Felt paper will not last exposed to sunlight and weather
